The State Board of Education is hereby designated as the State board to carry out, through the bureau of vocational education, the provisions of said act so far as the same relates to the cooperation of the State and Federal governments, and shall have full power to take all necessary steps in the formulation of plans for the promotion of education in agriculture, in trades, in home economics, in industries, and to formulate and execute plans for the preparation of teachers of vocational subjects.
