(a) General rule.--The Department of Public Welfare 1 shall promulgate regulations necessary to assure eligibility for the child care subsidy for children enrolled in Head Start whose parents need extended hours of Head Start services in order to work. During the time period of the child's enrollment in Head Start, the child shall remain eligible for the child care subsidy. Regulations promulgated under this section shall permit the use of child care subsidy funds to support full-day, full-year opportunities for Head Start participants.
(b) Final-omitted regulations.--The Department of Public Welfare, in adopting such revised regulations, shall follow the procedures set forth in the act of July 31, 1968 (P.L. 769, No. 240), 2 referred to as the Commonwealth Documents Law, and the act of June 25, 1982 (P.L. 633, No. 181), 3 known as the Regulatory Review Act, for the promulgation and review of final-omitted regulations.
