An assessment of basic skills as defined in 22 Pa. Code § 49.1 (relating to definitions) shall not be permitted for admission into a Commonwealth educator preparation program or required for issuance by the Department of Education for a certificate type or area, including an instructional, career and technical, education specialist, experience-based or administrative certificate.
