(a) Exemption.--Any rating tool developed by the department under this subarticle shall be exempt from:
(1) Sections 201, 202, 203, 204 and 205 of the act of July 31, 1968 (P.L. 769, No. 240), 1 referred to as the Commonwealth Documents Law.
(2) Section 204(b) of the act of October 15, 1980 (P.L. 950, No. 164), 2 known as the Commonwealth Attorneys Act.
(3) The Regulatory Review Act. 3
(b) Application.--This section shall not apply to any changes made to a rating tool or new rating tool developed by the State Board of Education under sections 1138.3(d)(3), 1138.4(e)(3) and 1138.5(d)(3). 4
