A victim has the rights and is eligible for the services under sections 201 and 902 1 only if the victim reported the crime to law enforcement authorities without unreasonable delay after the occurrence of the crime or the discovery of the occurrence of the crime, unless the victim had a reasonable excuse not to do so.
