Sections seventeenth 1 and eighteenth 2 of the act, entitled “An Act to carry into effect section five of article fourteenth of the Constitution, relative to the salaries of county officers and the payment of fees received by them into the State or county treasury, in counties containing over one hundred and fifty thousand inhabitants,” approved the thirty-first day of March, 1876, shall not be so construed as to prevent the controller of any city or county containing more than three hundred thousand inhabitants from appearing before the salary board for the purpose as provided by section seventh of this act. 3
