Such institution shall receive and maintain women who have been convicted of, or plead guilty to, the commission of any criminal offense punishable under the laws of this State and who have been sentenced to imprisonment for one year or less. All the laws applicable to prisoners so far as they relate to the commutation of imprisonment for good behavior, all existing parole laws now applicable to prisoners in county jails, and all laws with respect to escaped prisoners, shall be applicable to the inmates of such institution.
