That from and after the passage of this act it shall be lawful for the commissioners of the several counties of the Commonwealth to transfer and cover into the general fund of their respective counties any money now placed or that shall hereafter be placed to the credit of any city, borough or township, where the same has been paid into the county treasury upon any duplicate for taxes, and has remained uncalled for during a period of ten years by the authorities of the city, borough or township to whose credit it may have been placed: Provided, The right to said money is not at the time of such transfer a matter of litigation and dispute.
