From and after the passage of this act in each of the counties of this Commonwealth containing one hundred and fifty thousand inhabitants and over, as shown by the last preceding decennial census, the county commissioners shall be allowed no compensation for traveling expenses necessarily incurred other than that actually paid in the discharge of their official duties, and no warrants for any other claim shall be drawn in their favor out of the county treasury for the same.
