The county commissioners, together with the county solicitor and chief clerk of the county commissioners, of each county, are hereby authorized to organize themselves into a State Association, with the authority to hold annual meetings at such time and place within the Commonwealth as they may designate, for the purpose of discussing the various questions arising in the discharge of their duties, and for the purpose of providing for a uniform and economical method of administering the affairs of the respective counties.
