(a) Any railroad company which has heretofore located or may hereafter locate its railroad upon any county bridge may contract and agree with the commissioners of said county for the use, purchase, removal, replacing or exchange of such bridge, or for the compensation to be paid to said county by said company for the use and occupancy of said bridge or such parts thereof as may be used and occupied by said railroad company. For such purpose, the commissioners may contract and agree with said company and may do all acts necessary and proper to effectually carry out such contract.
(b) All moneys due and all obligations incurred by said companies under said agreements and contracts may be collected and enforced in the same manner as debts of like amount are now recovered and similar obligations enforced in this Commonwealth.
