When a county bridge wholly within the county or on the boundary line between any two counties has been or shall hereafter be destroyed or partially destroyed, or rendered impassable, or becomes insufficient or inadequate to accommodate public travel, or in any other case of emergency it becomes necessary to construct or reconstruct any such bridge, the county commissioners of the county or of any two counties, in case of a joint county bridge, may erect and construct a new bridge, or reconstruct any partially destroyed, insufficient or inadequate bridge, to take the place of such wholly or partially destroyed or insufficient or inadequate bridge.
