For the purpose of making all necessary preliminary surveys in order to prepare plans and estimates, the board of commissioners and the persons by them employed for such purposes may enter upon private or public property and designate, by proper marks upon the ground, the line of any improvement proposed to be made and constructed under and for the purposes herein authorized.
