(a) The commissioners may purchase land to be used for park purposes or for the erection thereon of public comfort houses. The land purchased for such purposes shall lie within the limits of the county. The county may erect and maintain on the land such buildings as are necessary to fulfill the purpose for which the land was acquired.
(b) The commissioners may adopt reasonable rules and regulations necessary for preservation, management and control of parks and public comfort houses so established and maintained, and provide penalties for the breach thereof. All rules adopted by the board of commissioners shall, before becoming operative, be published once a week for three consecutive weeks in a newspaper of general circulation in the county.
(c) Any person violating any rules so adopted shall be guilty of a summary offense.
