The board of managers shall consist of seven members. Three members, one of whom shall be a member of the board of county commissioners, shall be appointed by the county commissioners. Two members shall be appointed by the mayor of such city. One member, who shall be a member of city council, shall be appointed by the council of such city. One member shall be appointed by the county commissioners and mayor jointly. In acting on the appointment of such last member, the three county commissioners together shall have one vote and the mayor shall have one vote.
The members of the board shall be appointed for terms of four years and shall serve without compensation.
The board shall organize each year by electing one of its members chairman and another member secretary of the board.
