The board of county commissioners may appropriate moneys from the county treasury to aid cities of the third class, boroughs, incorporated towns or townships in the construction or maintenance of sewers or sewage treatment works, where such sewers and treatment works have been first approved by the Sanitary Water Board of the State Department of Health in the manner provided by law.
