Obligations issued under this article shall not be, nor be deemed to be, a debt or liability of the Commonwealth or any county or municipality or a pledge of the faith, credit or taxing power of the Commonwealth or any county or municipality for any purpose, and all obligations shall contain a statement to the effect that such obligations do not constitute a debt or liability of the Commonwealth or any county or municipality for any purpose, and that neither the faith and credit nor the taxing power of the Commonwealth or the county or municipality is pledged to or available for the payment of the principal of or any premium or interest on such obligations.
