(a) The powers of each authority shall be exercised by a board consisting of such number of members as the county commissioners may by resolution prescribe, but not fewer than five. The members shall be appointed by the county commissioners who may remove any member at any time with cause. In the case where a resolution is adopted decreasing the number of members, a member may be removed without cause to provide for the number of members authorized by the resolution.
(b) Subject to the provisions of subsection (a), the provisions of section 7 of the act of May 2, 1945 (P.L. 382, No. 164), known as the “Municipality Authorities Act of 1945,” 1 are hereby incorporated by reference and made applicable to authorities.
