Any county of the second class A may, through the commissioners, enter into agreements with the Federal Government for any program not in conflict with an existing or hereafter established State program offered by the Federal Government for the promotion of the health or welfare of its citizens and in furtherance of said programs may comply with conditions, rules or regulations attached by the Federal Government.
Each such county may accept gifts or grants of money, property or services from any source, public or private, and may appropriate such funds as may be necessary to carry out said programs.
