The board of commissioners of any county of the second class A may appropriate annually such amounts as may be deemed necessary to any “industrial development agency,” as defined in the act of May 31, 1956 (P.L. 1911), known as the “Industrial Development Assistance Law,” 1 to assist such agencies in the financing of their operational costs for the purposes of making studies, surveys, and investigations, the compilation of data and statistics and in carrying out of planning and promotional programs.
