Subject to the provisions of the Public Utility Law, 1 the board of commissioners may enter into contracts with any railroad companies whereby the said railroad companies may re-locate, change or elevate their railroads within the county in such manner as, in the judgment of the board, may be best adapted to secure the safety of lives and property and promote the interest of the county. For such purpose, the board shall have power to do all acts that may be necessary and proper to effectually carry out such contracts.
