The board of commissioners of the county may appropriate annually a sum not in excess of five hundred dollars ($500) for the purpose of assisting any naval reserve unit or amateur radio league in maintaining, equipping and operating a short wave radio broadcasting station, which shall be available at all times for public use in the event of emergency or disaster.
