Immediately upon the receipt of the certification of completion from the county controller, the commissioners shall present their petition to the Court of Common Pleas, setting forth the establishment of such lot and block system, the fact of its completion, either in the county as a whole or within one or more municipal subdivisions, and a brief statement describing the method of operation of the lot and block system so established. If the court shall determine that the said system has been established in accordance with the provisions of this article and has been completed, it shall make an order placing the same in effect as of the first Monday of January next succeeding such order.
