Unless herein otherwise specifically provided, in every case in which any pecuniary penalty or forfeiture is imposed by this act, 1 the proceeding for the recovery of the same shall be by indictment in the court of quarter sessions or by civil action as debts of equivalent amount are by law recoverable. Aldermen or justices of the peace 2 shall not have jurisdiction of any suit or action for the recovery of any penalty imposed by this act for official misconduct. Such suit or action, when brought in the court of common pleas, shall have preference for trial over all other actions.
