The Commonwealth of Pennsylvania, and all municipalities and political subdivisions thereof, so long as any bonds or other securities or obligations of the “Authority” remain outstanding and unpaid, and unless and until adequate provision is made by law for the protection of those advancing money upon obligations, shall not diminish or impair the power of the “Authority” to own, operate or control its properties and facilities, or to establish, levy and collect tolls, rents, rates, fees and other charges in connection with such properties or facilities.
