On or before the day fixed for the notice above provided for, the county shall file with the Secretary of the Commonwealth articles of incorporation, together with proof of the advertisement required by the preceding section. If the Secretary of the Commonwealth finds that the articles of incorporation conform to law, he shall forthwith, but not prior to the day specified in the notices required by the preceding section, endorse his approval thereon, and, when all proper fees and charges have been paid, shall file the articles and issue a certificate of incorporation, to which shall be attached a copy of the approved articles. The articles, upon being approved and filed by the Secretary of the Commonwealth, shall constitute the charter of the “Authority.”
