The select and common councils of the Cities of Pittsburgh and Allegheny, and the town councils of the incorporated boroughs in the County of Allegheny, are hereby authorized to provide and establish some mode to ascertain the weight of coal sold within said cities and boroughs, and impose suitable penalties upon all persons violating the provisions of the Acts of Assembly on the subject.
