The cost for the support and maintenance of each convict, admitted into any such reform institution under the provision of this act, shall be paid for by the United States in the same manner as the United States now pays or may hereafter pay for the support and maintenance of persons convicted in the circuit and district courts of the United States in and for the eastern and western districts of Pennsylvania, and sentenced and committed to county jails or state penitentiaries in the commonwealth of Pennsylvania.
