Not more than twenty-five (25) children shall be received into any single house of detention provided for in this act. Whenever it shall be necessary to accommodate more than twenty-five (25) children of the class hereinbefore defined (pending such judicial disposition), it shall be the duty of the board of managers to provide an additional house or houses to accommodate such other children.
