(1) The State Board of Architect Examiners shall examine applicants for certificates of registration according to the method deemed by the board to be the most practicable to test the applicants' qualifications. Examinations may be written or oral or both written and oral and shall cover such subjects and be graded on such basis as the board determines by administrative rule. The board may adopt the examination and the recommended grading procedures of the National Council of Architectural Registration Boards. The board shall prescribe the minimum educational and experience requirements for applicants by administrative rule.
(2) The board shall issue a certificate of registration to each examined applicant that a majority of the board deems to be properly qualified.
