The Commissioner of the Bureau of Labor and Industries may revoke, suspend or refuse to renew a license to act as a labor contractor upon the commissioner's own motion or upon complaint by any individual, if:
(1) The licensee or agent has violated or failed to comply with any provision of ORS 658.405 to 658.503 and 658.991 (2) and (3);
(2) The conditions under which the license was issued have changed or no longer exist; or
(3) The licensee's character, reliability or competence makes the licensee unfit to act as a labor contractor.
