The Director of the Department of Consumer and Business Services shall adopt rules necessary for the implementation of the provisions of ORS 656.170 and 656.172. The rules must include, but are not limited to procedures for:
(1) Establishing and operating an alternative dispute resolution system;
(2) Resolution of disputes involving multiple claims when one or more of the claims are not subject to the collective bargaining agreement; and
(3) Providing benefits to injured workers whose compensable claims are covered under an alternative dispute resolution system after the expiration of the collective bargaining agreement or termination of any arrangement for the provision of benefits under ORS 656.170 and 656.172.
