Oregon Revised Statutes Food and Other Commodities: Purity, Sanitation, Grades, Standards, Labels, Weights and Measures § 632.595

All containers of unshelled walnuts or unshelled filberts of the two highest grades established by the State Department of Agriculture, sold or offered for sale or shipment in this state, shall be uniform, new, sound and clean and otherwise conform to the standards approved by the department. Containers for lower grades shall be clean, fairly bright and sound.
