Oregon Revised Statutes Food and Other Commodities: Purity, Sanitation, Grades, Standards, Labels, Weights and Measures § 632.231

(1) By the grower at the field where grown.

(2) To a processing plant.

(3) At retail to consumers if the onions are displayed in open containers or bins and the onions were labeled and inspected for grade as required by ORS 632.216 to 632.226, at or prior to the time of purchase by the retailer.

(4) To a livestock feeder for feeding purposes.
