Oregon Revised Statutes Animals § 607.043

The creation or dissolution of a livestock district shall not affect land entirely enclosed by federal land, unless the enclosed land is accurately and completely described in the petition. The electors residing on the enclosed land shall not vote on the creation or dissolution of such a district unless the enclosed land is accurately and completely described in the petition.
