Oregon Revised Statutes Animals § 603.075

The State Department of Agriculture may impose on any establishment required by the laws of this state to have brand inspection the service fee established under ORS 604.046 (2). Such fee is appropriated as set forth in ORS chapter 604. Notwithstanding ORS 604.046 (2), the department may waive the service fee under circumstances the department deems appropriate.
