Oregon Revised Statutes Water Resources: Irrigation, Drainage, Flood Control, Reclamation § 558.235

Forestlands within a forest protection district as defined in ORS chapter 477, shall not be considered benefited property and shall not be included in a weather modification district unless the owner of the forestlands petitions the county court having jurisdiction of the formation proceedings to have the lands of the owner included.
