No later than February 28 each year, each consumer of newsprint shall report to the Department of Environmental Quality the following information for the previous calendar year:
(1) The amount of newsprint used in short tons;
(2) The amount of recycled-content newsprint used in short tons; and
(3) The aggregate recycled content of the newsprint used as a percent.
