(1) Any municipality providing sewage collection, treatment and disposal services within an affected area shall approve and adopt a safety net program designed to provide financial relief to eligible property owners who would experience extreme financial hardship if required to pay costs associated with the construction of and connection to treatment works.
(2) A safety net program adopted under subsection (1) of this section:
(a) May include funds provided pursuant to ORS 454.430 to 454.445 and 468.220.
(b) May include, at the option of a municipality, funds contributed by the municipality. However, a municipality shall not be required to contribute such additional funds.
