Notwithstanding ORS 455.610, the Department of Consumer and Business Services, with the approval of the State Plumbing Board, shall adopt rules to create a mandatory inspection program for minor plumbing installations made by licensed plumbing contractors in low-rise residential dwellings. The rules adopted by the department shall:
(1) Define the term “minor plumbing installations” in a manner that does not include new construction;
(2) Designate which minor plumbing installations are under the inspection program; and
(3) Provide for random inspection of minor plumbing installations.
