(1) The Department of Corrections may enter into contracts for the purchase or other acquisition, transfer or disposition of supplies, materials, equipment, products and other personal property, and services for the following prison operations and programs:
(a) Prison work and on-the-job training programs;
(b) Forest and work camps established under ORS chapter 421;
(c) Farm and agricultural operations and programs;
(d) Food services operations and programs; and
(e) Facility or property maintenance operations and programs.
(2) Notwithstanding ORS 179.040 or any other law, the provisions of ORS 279.835 to 279.855 and ORS chapters 279A, 279B and 279C do not apply to contracts entered into by the department under this section.
