(1) Custody under ORS 419C.080 and 419C.088 shall not be deemed an arrest so far as the youth is concerned. All peace officers shall keep a record of youths taken into custody and shall promptly notify the juvenile court or counselor of all youths taken into custody.
(2) A peace officer taking a youth into custody has all the privileges and immunities of a peace officer making an arrest.
