(1) Subject to approval by the Director of the Oregon Department of Administrative Services as provided in section 3, chapter 795, Oregon Laws 1993, the Department of Veterans' Affairs is authorized to issue certificates of participation for the purposes of constructing an Oregon Veterans' Home.
(2) When issuance of the certificates of participation is approved by the Director of the Oregon Department of Administrative Services, the Department of Veterans' Affairs may issue the certificates of participation, but not earlier than the 120th day after September 8, 1993.
(3) The Department of Veterans' Affairs shall expend the proceeds from the sale of the certificates of participation for construction of an Oregon Veterans' Home and shall take any other action considered by the department to be necessary or appropriate for the construction and operation of an Oregon Veterans' Home.
