In performance of the duties of the office of the Director of Veterans' Affairs, the director may accept services voluntarily tendered by any person or organization, and may cooperate with the established service agencies and officers of any organization for the benefit and welfare of all veterans in this state and their dependents or beneficiaries. Insofar as practicable and consistent with the faithful performance of the director's duties, the director shall avoid duplicating the efforts of voluntary service agencies and officers.
