(1) Not later than June 30 of each even-numbered year, the Oregon Department of Administrative Services shall submit to the Emergency Board or to the Joint Interim Committee on Ways and Means a schedule of rentals proposed for the biennium beginning on July 1 of the next calendar year. The Emergency Board or the Joint Interim Committee on Ways and Means shall recommend to the next odd-numbered year regular session of the Legislative Assembly that it appropriate for each agency occupying space in such a building or facility an amount sufficient to pay rentals required under the schedule.
(2) The Emergency Board or the Joint Interim Committee on Ways and Means shall recommend to the next odd-numbered year regular session of the Legislative Assembly a schedule of rentals for each biennium with respect to the State Capitol and the Supreme Court Building.
