Any person served with a subpoena requiring attendance before the commission, or any
commissioner, shall be entitled to the fees and mileage as are allowed by law to witnesses
in ORS 44.415 (2), except that no person shall be entitled to any fees or mileage for such attendance
who is employed in the public service of the county in which the person is called
as such witness. The fees and mileage allowed by this section need not be prepaid, but the county clerk
