subdivision in the official custody of the State Archivist prove to have insufficient
administrative, legal or research value to warrant permanent preservation, the State
Archivist shall submit a statement or summary thereof to the records officer of the
state agency or political subdivision, or successor agency or body, certifying the
type and nature thereof and giving prior notification of the destruction.
