A vacancy in the state board of education may be caused by death, resignation, removal from office, or absence from any three consecutive regular meetings for any reason. When a vacancy occurs in the office of a member, the governor shall, within a period of thirty days and with the advice and consent of the senate, appoint a qualified person, in accordance with section 3301.03 of the Revised Code, to serve the remainder of the term.
