(A) Each individual who applies to take the required barber examination to qualify for licensure as a barber shall demonstrate that the individual meets all of the following:
(1) Is at least sixteen years of age;
(2) Has an eighth grade education or an equivalent education as determined by the department of education and workforce, or equivalent organization in the state where the applicant resides;
(3) Has submitted a written application on a form furnished by the board that contains all of the following:
(a) The name of the individual and any other identifying information required by the board;
(b) A photocopy of the individual's current driver's license or other proof of legal residence;
(c) An oath verifying that the information in the application is true.
(4) Notwithstanding section 4798.05 of the Revised Code, submits to having a photograph and biometric fingerprint scan taken by the board;
(5) Has graduated with at least one thousand eight hundred hours of board-approved training from a school or has graduated with at least one thousand hours of board-approved training from a school and has a current cosmetology or hair designer license issued pursuant to Chapter 4713. of the Revised Code;
(6) Has paid the application fee.
(B) The board shall issue a barber license to an applicant who passes the examination and pays the license fee.
(C) If an applicant fails to pass any part of the examination, the applicant is ineligible for licensure; however, the applicant may reapply for examination and pay the required reexamination fee. An applicant is only required to take that part or parts of the examination that the applicant did not pass. The board shall provide to an applicant, upon request, a report which explains the reasons for the applicant's failure to pass the examination.
(D) Every licensed barber shall maintain the board-issued, wallet-sized license or electronically generated license certification and a current government-issued photo identification that can be produced on inspection or request.
(E) The board shall issue a license to practice barbering in accordance with Chapter 4796. of the Revised Code to an applicant if either of the following applies:
(1) The applicant holds a license to practice barbering in another state.
(2) The applicant has satisfactory work experience, a government certification, or a private certification as described in that chapter as a barber in a state that does not issue that license.
