(A) Upon request, the registrar of motor vehicles shall search and furnish a certified abstract of the following information with respect to any person:
(1) An enumeration of the motor vehicle accidents in which such person has been involved except accidents certified as described in division (D) of section 3937.41 of the Revised Code;
(2) Such person's record of convictions for violation of the motor vehicle laws.
(B) The registrar shall collect for each abstract a fee of five dollars.
(C) The registrar may permit deputy registrars to perform a search and furnish a certified abstract under this section. A deputy registrar performing this function shall comply with section 4501.27 of the Revised Code concerning the disclosure of personal information, shall collect and transmit to the registrar the five-dollar fee established under division (B) of this section, and may collect and retain a service fee equal to the amount established under section 4503.038 of the Revised Code.
The registrar shall pay each five-dollar fee collected under this section into the state treasury to the credit of the public safety--highway purposes fund established in section 4501.06 of the Revised Code.
